Participation by the municipalities
and planning councils in Carroll County is essential
to the success of this effort. The municipalities
have an important role to play in implementing the
outcome. Frank Johnson, secretary to the
Council of Governments, will also fill the role of staff facilitator for meetings
with the Carroll County Council of Governments (COG) to coordinate participation
in this planning process with the municipalities. Each member of the COG
will then act as a liaison and coordinator with the town or planning council
he or she represents to provide input from the members of the COG.
