Planning Process
Pathways Work Plan

This document describes the process proposed to the Board for updating the countywide plan. While the County intends to follow the work plan outlined in this document if approved, the process may be modified to react to lessons learned and to include new information and ideas. Flexibility will help to ensure success for the overall process.

This extensive and comprehensive effort would include an informational and consensus building process, called In My Backyard: Community Outreach for Community Consensus. The process would result in two main documents that will make up the overall Carroll County Comprehensive Plan – the Carroll County Concept Plan and the Carroll County Action Plan. Upon adoption of the Action Plan, the community outreach process would continue immediately developing and implementing higher priority recommendations.

The countywide plan process seeks to develop communitywide support for a new direction that will retain the heritage, quality of life, and special places of Carroll County. Key goals for the public participation process, called In My Backyard: Community Outreach for Community Consensus include encouraging as many members of different types of “communities” as possible to participate, discussing key issues in small, comfortable group settings where people live and work, and developing community ownership in the process and a consensus of support for the County’s future direction.

We will be reaching out in new ways – with an emphasis on greater e-participation and youth participation opportunities to allow participation by more community members.
